The incident was reported around 5:41 p.m., in the area of Franklin Street between 13th and 14th streets.

Three other victims, possibly in their 20s, who were shot, were taken to the hospital in stable condition, according to Oakland Police Lt. Carlos Gonzalez.

The shooting happened in front of the Golden Lotus Vegetarian Restaurant, about a block away from where the service was being held, police said.

“And then basically there were people running every which way”, one witness told the newspaper.

Oakland police initially said there were as many as six people wounded by gunfire Tuesday, but later changed that figure to four after further medical evaluation determined some of the injuries were not caused by the shooting itself.

At least some of the victims attended the memorial. The Oakland resident ducked behind a auto until the shots stopped.

Police did not release any information on a motive for the shooting. “I saw her down and saw the blood on her chest”, Elbgal said.

“The really scary thing, coming on the heels of the shooting in Orlando, you wonder is it gang related or is it a insane gunman…”
