Two of them reportedly chose to go for a swim, with the others raising the alarm when they did not return to shore.
Salvamento Maritimo, of the Spanish search and rescue service, tweeted that the bodies had been found by a search helicopter two miles from Lloret de Mar, shortly after 12:00 local time.
“We know the women are in danger in the sea”.
The three friends are still at the resort and have been offered counselling.
Police said that the storm was so severe when the pair were reported missing at 4.40am that the rescue that the search had to be delayed.
It later emerged that a night watchman at a nearby beach bar had warned the women not to try to swim when he saw that two of them had undressed. Specialised divers also scoured the area.
The boat was taking part in a regatta at the time of the accident.
A British Foreign Office spokesperson told Sky they are offering consular assistance.
Brit Lianne Smith smothered her two children Rebecca, five, and 11-month-old-son Daniel to death in a hotel in Lloret de Mar in May 2010.
They had been taken to the neighbouring town of Blanes, the service added.
