A low pressure area hovering over eastern Visayas has developed into a tropical depression and was assigned the name Kabayan, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said on Thursday (October 1).

By Thursday afternoon, PAGASA raised the same storm signal in southern Isabela, Ifugao, Mountain Province, Ilocos Sur, La Union, Benguet, Nueva Vizcaya, Nueva Ecija, Quirino, Pangasinan, Zambales, Tarlac, Pampanga and Bulacan.

“Kabayan” had maximum sustained winds of 75 kph near the center with gustiness of up to 90 kph. Classes in all levels were suspended in Camarines Sur “due to possible heavy rains and flooding”, the province’s governor, Miguel Villafuerte, announced on Twitter.

PAGASA said moderate to occasionally heavy rains and isolated thunderstorms will be experienced over the provinces of Cavite, Laguna and Batangas.

The Philippines’ National Disaster Risk Reduction and Management Council said in a bulletin that search and rescue operations continued for the fishermen who ventured into the rough seas off the northern Aurora province at the height of tropical storm Mujigae – locally named as Kabayan.

All public storm warning signals have been lifted but Pagasa warned that sea travel is risky over the western seaboard of Northern and Central Luzon.
