The Epoch Times: NYC Rent Regulations to Lapse If Lawmakers Don’t Act

However, Governor Andrew Cuomo has issued a stern warning that landlords should not take advantage of the lapse in the law, which would cause chaos throughout New York City. Landlords can’t raise rents without advance notice.

New Yorkers in rent-regulated units can call 311 with concerns.

“I have been clear and unambiguous: this Legislature won’t leave Albany without passing new rent regulation laws for the more than 2 million tenants who depend on these protections”, he said.

In what will be a rare occurrence for Albany in the last five years, the state Legislature is set to blow a deadline Monday night. Williams promised that any legislation passed by the City Council would “absolutely strengthen the rent laws”. Even though debate about the rent laws is ongoing, there is a public hearing on an increases Monday evening in Queens.

“This is the mayhem that we’re talking about”, said Esteban Girón, a member of the Crown Heights Tenant Union about the most recent arrests.

“This is just unacceptable”, New York City Mayor Bill de Blasio said Sunday regarding the lack of a deal on extending the rent rules. With the Urstadt Law gone, the city government could impose its own, stronger rent laws. He said the city was prepared to take steps against landlords who tell tenants their leases are no longer in effect because of the law’s expiration. But any governor is responsible for the final result, so we need to see him pushing the Senate for action. If it is passed then rent regulation will be extended, but if not, both bills will flop.

The New York State Capitol in Albany, N.Y. They argue that extending the current regulations would be a win for predatory landlords who have exploited loopholes in the existing laws to move hundreds of thousands of apartments out of the city’s affordable housing stock.

“As I’ve been saying for months, the investment tax credit is just a very hard issue for the conference”, Heastie said.

Now Cuomo, and Assembly Democratic Speaker Carl Heastie say they want to reform, what’s known as the vacancy decontrol clause in the laws, while Senate Republicans want to simply extend the laws without changes for another eight years. The Senate has yet to consider any proposal.

Cuomo has pledged to call legislators back into session every day until the situation is resolved.

“I hate it”, Assemblyman Keith Wright, D-Harlem, said when asked his views about the idea of a six-month renewal. “It would be a total abdication of our responsibility”.

Assembly Democrats have proposed an alternative measure that would give families earning up to $120,000 a year a $3000 tax credit if a child attends private schools, but would not offer a tax break for donors to the scholarship fund. Senator Marcellino says he hasn’t closely read that bill. The incentive also expires on Monday.

Cuomo quickly rejected the proposal and said he wants an extension that comes with “improvements” to the existing rules.

“We’ve already heard about landlords telling tenants they are going to have to get out when rent laws expire or we will send marshals to your door”, Goldiner said.
