PC David Phillips, 34, was hit by a stolen Mitsubishi pick-up truck being pursued by police following a burglary in Merseyside early on Monday morning.

The pick-up then allegedly mounted a central reservation in an industrial part of Merseyside where two neighbourhood police officers were standing holding a “stop” device, aimed at slowing the vehicle.
PC Phillips, a father of two young girls, was given emergency first aid by colleagues and rushed to hospital but was pronounced dead shortly afterwards.
Mr White said: “Our hearts go out to the family of PC Phillips”.
Rodger Chambers carried his daughter, Arabelle, one, accompanied by his pregnant wife Helen to pay their respects.
“There’s no such thing as a safe day if you are a police officer”. But he warned his detectives were on the case and added: “We will find you”.
‘As a Council, we will continue to do whatever we can to assist the police in their efforts to bring the perpetrators to justice.
Pc Phillips, who joined the force in 2006, leaves a wife, Jen, and daughters Abigail, seven, and Sophie, three.
Norfolk’s police and crime commissioner, Stephen Bett, said PC Phillips had paid “the ultimate price for policing”. All officers know the risks but hope that it never happens to them or one of their colleagues.
A police presence remained outside Oxton Estates in Woodchurch Road where the Mitsubishi was stolen.
Residents said the vehicle was usually parked outside the sales and letting shop and had stickers advertising the business.
The Union Jack flag outside Wallasey Town Hall was being flown at half-mast as a steady stream of wellwishers came to leave messages of support and sign the book of condolences.
Pc David Phillips “did not stand a chance” when the vehicle drove directly at him in Wallasey, Wirral, his chief constable said.
“We have got no idea who has done this”.
Anyone who has any information that could help the police with their inquiries is asked to contact 0151 777 2263, or Crimestoppers 0800 555 111.
Peter Singleton, chairman of the Merseyside Police Federation, told BBC Radio 4’s Today programme that he was confident the killer or killers would be caught.
