According to Google itself, India is one of the fastest growing countries in terms of Google Maps usage, so developing a separate, more specific app made sense for the company.
The app aggregates public transport information from Maps, and other Google services, and packs them into a dedicated app that lets you look up Metro and bus timetables and directions, plan routes, check schedules and receive news updates about service issues.
Google on Wednesday released the experimental Delhi Public Transport Offline app, which is created to help people navigate their way around the capital’s public transportation system even without an active Internet connection.
However, a small amount of data is used for news alerts (if online, roughly 1 KB each, about once a day) and user-optional feedback (up to 100 KB per feedback report).
The app actually bears a striking resemblance to London-based Citymapper, a popular transport navigation app in a number of cities worldwide.

Also, it is worth noting that the official app description by Google clearly says that the app is still in the experimental stage and has been designed from the team behind Google Maps.

The app includes a “share” button that will generate a link that can be sent to friends via channels like WhatsApp. Founded in 1998 by Stanford Ph.D. students Larry Page and Sergey Brin, Google today is a top web property in all major global markets.
