Clayton Ronald Williams, 18, of Wheatland Lane, Wallasey, has been accused of stealing a Mitsubishi pickup truck during a burglary and driving it at the officer, killing him.
Whilst his accomplice Phillip Stuart of Oxton has been charged with with aggravated unauthorised taking of a motor vehicle and burglary.
He nodded as Alan Smith, chairman of the bench, told him he would be remanded into custody to appear at Liverpool Crown Court tomorrow.
The vehicle then mounted a central reservation and hit the officer, before speeding away. I will miss you.
The officer’s youngest sister, Kate Phillips said: “I was fortunate enough to call you my brother”.
The officer, whose wife Jen, 28, and daughters Abigail, seven, and three-year-old Sophie, laid flowers at the scene yesterday, was pronounced dead in hospital a short time later.
The stolen Mitsubishi was found abandoned in Corbyn Street, Wallasey.
“I thought something was wrong, I could see there were lots of people out there and there was something wrong”.
Sophie left a message for her father alongside the flowers, which read: “Daddy, my hero, my super daddy, my world”.
Merseyside police and crime commissioner Jane Kennedy said her thoughts and deepest sympathies were with PC Phillips’ friends and family, adding: “It’s a dark day when you lose one of your own”.
“I love you with every inch of my heart and will miss you so so much, Your Mrs XXXXX”. “Your little princess, Sophie”.
Prime Minister David Cameron, speaking to ITV news said his thoughts were with the officer’s family and friends.
The family arrived in a fleet of eight cars and spent around half an hour at the scene where Pc Phillips was killed. It’s so hard to accept that we will never see you again, laugh with you, talk to you ever again.
Two woman and two men have been arrested on suspicion of assisting an offender.
