Why can’t we get more Zsasz?
What Gordon doesn’t know, is that Penguin isn’t really behind the attacks.
At GCPD, with no real leadership, cops argue among themselves.
Anyways – Barnes cleans house and puts out a new edict that the Gotham police are finally going to start ridding the streets of the criminal element instead of working directly for them. That happened! Somehow, though, his file wasn’t corrupt enough for Barnes to notice. Barnes pulls Gordon into his office because he knows he’s a fighter and troublemaker in the department. Barnes, who’s revealed to be a former marine, vows to fix the department by recruiting more honest talent. It’s a wonder that any rich people go to any event in Gotham, since they always seem to be hit up.
Penguin argues with Jim and threatens to reveal their bribe. The encounter gives away Theo as the mastermind behind the Arkham breakout. Nobody gets hurt, and Theo uses the faux assassination attempt, courtesy of Penguin, to announce his candidacy for mayor.
Penguin is proving to be the asset Theo thought he would be. A new plan is to have Penguin murder the other candidates so that Theo can run unopposed. They meet Garrett, Josie, and Martinez of Unit Alpha.
Theo receives a Medal of Valor for his bravery at the benefit. As they pass, Theo makes a dramatic speech warning the evildoers of Gotham that he and the citizens will not tolerate them.
He personally kills one candidate and then goes after Galavan with a fake shooting that results in the magnanimous billionaire officially throwing his hat into the ring to be mayor. Back at school, Bruce (David Mazouz) is being bullied by his classmates.
Not cool what Alfred did to Selina. During the murder investigation, an eye witness tells Jim and Bullock she spotted Penguin. Adorable – Selina coming back to make sure Bruce is okay. There’s the never-ending story of Nygma and his descent into madness.
At an upscale restaurant, Bruce meets Theo to thank him for saving his life from the maniacal Jerome.
Another romance-in-the-making came courtesy of Bruce meeting none other than Silver St. Cloud (Natalie Alyn Lind, aka that kid from “The Goldbergs” long distance GF- can you say upgrade?).
Bruce and Theo meet, each with an agenda. Until Butch can find her, it looks like Penguin has to do whatever the Galavan’s want. Victor suddenly enters and a shootout ensues. Coincidence? I seriously doubt it. Given how insane this season has been, I wouldn’t put it past them to have her turn out to be a sleeper agent, waiting to be given the go-ahead take Bruce out at the right time. Growing uncomfortable, Kristen excuses herself to the bathroom. Kringle apologizes for being mean to Nygma and for accusing him of forging the note from her ex-boyfriend’s goodbye note. Nygma admits to hearing voices, which, strangely, makes Kristen empathize with him. She seems to find Nygma’s admission endearing, and the two kiss. His introduction is half-decent, with him firing nine of the precinct’s most corrupt cops; it is a bit much, yet it is still engaging. A frustrated Penguin, knowing that he himself has the upper hand, reiterates the deal that allowed Jim to be reinstated.
Finally, Wayne returns to school, begins training and meets with Theo Galavan. “Meanwhile, Agatha sets her plan in motion”. But just as Penguin warned Tabitha about earlier in the day – a year ago he was holding Fish Mooney’s umbrella and now he’s the king of Gotham and just because his crown is askew doesn’t mean it’s sitting on someone else’s head.
At Penguin’s base of operations, Butch tells Penguin the he hasn’t located Gertrud yet. At the same time, Robin Lord Taylor almost saves the sequence, as his emotions come through this frightful act: it looks like Penguin actually feels sorry about his action.
Best Moment: The introduction of Captain Nathaniel Barnes as a hard-hitting leader who will not tolerate corruption. To be honest, James Frain has played a great bad guy before – True Blood – but here he comes off robotic.

Most Disappointing Moment: Okay, for this week, I’m going to add this section. I don’t know though. This could help him, especially since Alfred told Selina to stay away from Bruce. So what in the world was that slap across Selina’s face for? However, the garish interactions of each character bordered on this being a cartoon. That’s the thing about these Gotham episodes where characters make grandiose statements about doing…anything productive.
