U.S. District Judge Clark Waddoups said a decision would be issued later, but he refused to lift the order that keeps federal funds flowing through the state to Planned Parenthood, report the Associated Press and the Salt Lake Tribune.

Jindal, running for the Republican presidential nomination, began the defunding effort after videos were released by the anti-abortion Center for Medical Progress.

The plaintiffs sought to turn their lawsuit into a class-action case October 5, after Baker granted a preliminary injunction preventing the state from discontinuing Medicaid funding of Planned Parenthood services for the three women.

In Utah, Herbert blocked federal money that the state passes through to the local Planned Parenthood branch for programs that deal with sexually transmitted disease testing and sex education. An attorney for the Planned Parenthood affiliate with clinics in Louisiana, Planned Parenthood Gulf Coast, said the political enmity stirred up against the organization by the videos is no reason to cut off its Medicaid funding, which goes for non-abortion services including cancer screenings, gynecology exams and other health services. “In fact, the Utah Department of Health, not a single person in any of the documents produced said what a great idea governor”.

During Thursday’s hearing attorneys for Planned Parenthood of Utah claimed the governor’s order was personal.

Faircloth said the videos were a catalyst for a hard look at Planned Parenthood’s practices.

The president of the Planned Parenthood Federation of America said October. 13 that the organization’s clinics will no longer accept reimbursement for fetal tissue procured in abortions and provided to researchers.

“I think maybe requiring that Planned Parenthood set up a few type of memorial, like a Vietnam Wall type”, Brattin said.

The ideas included random inspections of facilities that provide abortion services and better tracking of the use of fetal tissue, according to KBIA.
