The explosion occurred at about 9:19 a.m. (0019 GMT) at the second plant in Ulsan of the chemical unit of South Korean conglomerate Hanwha Group. Rescuers later recovered the bodies of two others while rummaging through the mixture of debris and toxic waste water.
Kim vowed to fully cooperate with an investigation to determine the cause of the accident as he suspended the operation of the plant.
A fire brigade official said that gas from the waste water, which had piled up inside the tank, caught fire from the welding torch.
The officials spoke on condition of anonymity because they were not authorized to speak to the media about the explosion.

The blast tore out the upper structure of the storage facility, which subsequently collapsed.
