House Republican leaders reach budget deal with White House
Officials who described the discussions did so on condition of anonymity because they were not authorized to speak publicly about confidential negotiations.

“Negotiations are ongoing, but I hope that Democrats and Republicans will come to a resolution soon that is good for our country”, Senate Minority Leader Harry Reid said as his chamber opened for business Monday afternoon.
On November. 3, the Treasury will exhaust emergency cash-management measures that it has employed since March if the debt limit isn’t increased.
The budget deal will lay the groundwork for the government spending package that Congress will have to pass by December. 11 to fund the government through next September.
Resolving both major fiscal issues would ease the burden for Rep. Paul Ryan (R., Wis.), who is expected to become House speaker when elections take place Thursday.
The deal was presented to members of both parties Monday night. By getting past funding showdowns with President Barack Obama, it could allow Republicans to focus on maintaining control of Congress and taking back the White House.
These 40 people want to stick to their positions no matter how much of a headache they create for their leadership, the opposition party, their colleagues in the Senate, the White House, the American people, the world’s economy (in case of a debt default), pretty much the entire universe in general.
McConnell has repeatedly said that he will wait to see what the House can pass before embracing any plans. McCarthy was running for Speaker until the last possible moment, when he realized he wouldn’t get 218 votes on the House floor-at which point the leadership, Boehner in particular, called off the elections and postponed them indefinitely.
The budget side of the deal is aimed at undoing automatic spending cuts which are a byproduct of a 2011 budget and debt deal and the failure of Washington to subsequently tackle the government’s fiscal woes.
Ryan is expected to be elected speaker of the House on Thursday.
House and Senate leaders were briefing the rank-and-file about the particulars of the agreement Monday night. But if he and Ryan wish to demonstrate that the House is functional again, not just in the waning days of the present speaker but in the opening days of his successor, they should try to tackle a few measures that not only need addressing but have wide bipartisan support.
“We would want [Ryan] to change the process, to make it more transparent, to let the committees do their work early, and to make sure that all members have the opportunity to weigh in early rather than find out when it’s too late”, Fleming said.
“Our whole agenda was to restore constitutional government in the context of the House”, Palmer told Murphy, referring to the Freedom Caucus.
Rules Chairman Pete Sessions, R-Texas, said Boehner and President Obama have been working on a deal for months.
Additionally, $32 billion will go to the “overseas contingency budget”, a kind of war-related slush fund that the Pentagon gets to play with. The official said it would add $50 billion to those totals in the first year and $30 billion the year after, divided equally between defense and non-defense spending.
In exchange, however, the deal imposes new checks on disability beneficiaries – what backers were calling the biggest changes since the 1980s.
Democrats probably will object to cuts in the Social Security Disability Insurance program that would lower part of the benefits individuals receive based upon any wages they earn.
Negotiators looked to address two other key issues as well: a shortfall looming next year in Social Security payments to the disabled and a large increase for many retirees in Medicare premiums for doctors’ visits and other outpatient care.

The demonstration at Memorial Square Park on Main Street in Racine was organized by the Democratic Party and supported by organizations that advocate for pro-worker policies. They appeared to have stalled two weeks ago over disagreements about how to pay for any relief from the sequester, which remains the biggest sticking point in the current discussions.
