Tyrone Howard charged with murder in death of NYPD Officer Randolph Holder

Holder and other officers had responded to reports on Tuesday night that several people were shooting at one another.

But McLaughlin said that he never saw a record indicating a shooting arrest and that a conviction for such a violent offense would have barred Howard from qualifying for the diversion program. He echoed the police commissioner’s insistence that Howard should have been locked away, saying “someone like this shouldn’t have been on the streets”. “He was strong enough and fearless enough to go in and address them”, Bratton said.

Authorities say Howard has been in and out of jail and was wanted for a separate shooting last month. The suspect was not identified. “The feeling is feeling a deep sense of loss and mourning”, he said.

Nationwide, 31 officers besides Holder have been killed by firearms in the past year, down from 38 the year before, according to the National Law Enforcement Officers Memorial Fund, a nonprofit law enforcement information clearinghouse.
