Rauner changes course on IL child care requirements
An Associated Press analysis of records obtained under the Freedom of Information Act shows when work stopped July 1, it affected 419 contracts affiliated with 218 job sites.

The bill authorized $1 billion in spending by the state lottery system, which has suspended payouts on prizes exceeding $600 because it lacked appropriation authority. An estimated 90 percent of households previously eligible for the subsidy no longer qualify under the new guidelines, according to reports citing the Sargent Shriver National Center on Poverty Law.
The first item was shaping up as the next major front in the budget battle between Rauner and the Democrats who control the General Assembly. With the new compromise, the limit has been set at 162 percent.
Rauner announced plans on Monday to discontinue redrawing assessment procedures.
By a 115-1 vote, the IL House sent the funding package to the Senate, but it was unclear whether the measure would wind up being voted on before the end of the year.
House Majority Leader Barbara Flynn Currie says while Rauner has changed his tone, Democrats still need to prevent Rauner from unilaterally making those cuts again.
A memo Tuesday from the Republican governor’s staff indicated Rauner’s reversal on the legislation.
Earlier, Democrats failed to override an amendatory veto of House Bill 2482, a bill to restore cuts to community care.
The CDB voted last month to free up $645,000 from its special projects fund for winterization work, which is expected to cost about $2 million for 11 sites statewide, Walters said. The legislation also suggests adding money for road salt with winter around the corner.
“In September, the General Assembly passed legislation that safeguarded the critical home and community-based services thousands of our state’s most vulnerable populations rely on for in-home care, meals on wheels, transportation, and respite care”.
At the time, Rauner said he’s familiar with a big chunk of the field, including former Florida Gov. Jeb Bush, Louisiana Gov. Bobby Jindal and Wisconsin Gov. Scott Walker, who has since abandoned his bid. Rauner and Democrats have feuded over a spending plan since the fiscal year began July 1.

While Rauner in recent days has sought to reshape his image as a compromiser by reversing course on a few of his cuts to child care and assistance for the elderly and disabled, Madigan largely has tried to reject those efforts in an attempt to extract a pound of political flesh.
