The Summit is being attended by heads of states of all the five BRICS nations, including Prime Minister Narendra Modi.

The meeting came before the seventh summit of Brics, an emerging-market bloc that consists of Brazil, Russia, India, China and South Africa, and the 15th Shanghai Cooperation Organization summit.

Russia’s economy, battered by the punitive measures from the West and a fall in global oil prices, has been struggling to attract investment and is sliding toward recession, with gross domestic product expected to decline by more than 3 percent.

“The economic and trade cooperation among BRICS nations have entered a critical and important period”.

A close relationship with Russian Federation is also of strategic importance to India given increasingly warm relations between Pakistan and China. Both the countries are announced to be made permanent members of the SCO.

“We can tap our strengths like skill development”, he said, while pitching for a framework for development.
