Mayor: Federal Investigation Sought after Minneapolis Officer-Involved Shooting

Earlier in the day, people lingered on the street where the shooting had occurred, taping posters and balloons to a lamppost.
Drew Evans, BCA superintendent, said the agency wants to talk to anyone who saw the shooting or might have video of it. When asked about the handcuffs, Evans said there were handcuffs at the scene, but added that authorities are working to determine the exact situation when the man was shot.
Officers answered a call about an assault and were then alerted that the suspect “had returned to the area and was confronting paramedics and disrupting their ability to render aid”, a statement from police read. A few witnesses allege Clark was handcuffed when he was shot. Police did not immediately provide more information about the shooting and a representative from the criminal apprehension bureau did not immediately respond to requests for comment. During the struggle, an officer discharged his weapon, striking the suspect, according to Minneapolis Police. Witnesses and activists say Clark was already handcuffed when he was shot.
Schweigart says the northbound lanes of the highway were closed for about two and a half hours. She wasn’t clear about where the cars were. “It’s not fair.” she said.
Hodges wrote the U.S. Department of Justice on Tuesday to open a civil rights investigation on top of the state Bureau of Criminal Apprehension investigation.
“We’re here because police officers have gotten away with murder for so long and we’re exhausted of it”, Grimm said.
John Martin, a North Side activist, took to the podium after the parents and said, “We’re going to stay here until we find out what happened”. Officers in his department have recently started wearing body cameras. According to family members, however, a physician had told them that Clark is now brain dead.
Kroll says he’s confident that the investigation will vindicate the officers.
A protest that began after a man was shot over the weekend continued this evening at a north Minneapolis police station. His father, James Hill, said his son had suffered a single gunshot wound over his left eye. Community activists and protesters claim he was shot while he was handcuffed.
The shooting prompted outrage in the north Minneapolis community.
Authorities said a window at the precinct was broken amid the protests and two police vehicles were damaged, including a marked squad auto in which all the windows and a camera were broken, and an expletive was scratched into the hood. The August 2014 police shooting of 18-year-old Michael Brown in Ferguson, Missouri, sparked demonstrations nationwide. Police have said the man was interfering with paramedics who were trying to help the assault victim, and was shot during a struggle.

Black Lives Matter organisers are demanding the release of any video footage that may exist of the altercation. Stressing that she supported the decision and that it should not be seen as an admission of any wrongdoing, Minneapolis police chief Janeé Harteau said: “Everyone involved needs and deserves the truth and the facts”.
