‘Arrow’ 4×07 recap: Return from the dead
Hopefully, getting Ray back will help Oliver (Stephen Amell) and Felicity get back on track. As he gears up for a big banquet to honor the police department, and lobby for their endorsement, he also unveils plans to propose a massive cleanup of the bay area to create much needed jobs in the city. Although this revelation is certainly unsettling for John, Felicity (Emily Bett Rickards) believes that Andy is not working under his own volition.

This was before they acquired the services of Deadshot to seemingly take him out and Diggle is refusing to believe that he’s as bad as everyone makes out. The interesting thing this time around is that it’s not a famous comic book character that’s been resurrected, but rather Andy Diggle, the dearly departed brother of Team Arrow’s John “Spartan” Diggle. And the plotline isn’t the only thing back from the dead: Looks like Diggle still has his brother. Sara also had trouble with the bloodlust and opted to leave Star City to have control. Although it was fun watching Diggle (David Ramsey) and Oliver bond over whisky and relationships. He’s alive. Diggle is so shocked, his brother Andy (Eugene Byrd) easily overtakes Diggle and escapes. Before they can have a proper chat about it, the Ghosts spot them and nearly kill Oliver in the ensuing fight. Later, when the Hoods are infiltrating a tech facility for a sample of the Ghosts’ gene-scrambling chemical, the team discovers Andy’s actually alive but is acting as a Ghost for Hive.
Oliver tells Diggle that Felicity has figured out where the ghosts will strike next. The rest of Team ARROW spring into action. Before that happens though, Laurel, Thea and Oliver are joined by Ray. A huge fight breaks out that requires even the assistance of Palmer and his Atom power suit. This is significant because Thea asked Alex out in the last episode in order to a few sense of normalcy to her insane life. Ollie tells her taking down Darhk is more important than the mayoral campaign.
“Arrow” Season 4 Episode 7 airs this Wednesday, November 18 at 8 p.m. on The CW. While there, Diggle unmasks a HIVE agent and recognizes him as Andy. The only time he turns around is to look him in the eye and confirm that the war crimes mentioned in his file were true. He tells the guard that the sticks say he is lying. the other guard is lead away.

In the flashbacks, Oliver’s nemesis finally gets his – whipped by Oliver. Apparently she and her brother were working as a dive instructor and deckhand when the mercenaries stole the ship, killed everyone else on board, and kept them as slave workers. We’re still not sure why Darhk cares about the world’s “disease” so much.
