Records Released on Minneapolis Officers Involved in Fatal Shooting
Police initially said Clark was not handcuffed when he was shot, but authorities later said handcuffs were at the scene and that they are trying to determine whether Clark was restrained.

The Minnesota Bureau of Criminal Apprehension is investigating the shooting, which happened at 12:45 a.m. Sunday in the 1600 block of Plymouth Avenue North in Minneapolis.
The state agency didn’t say which officer fired shots. Lindquist says Ringgenberg was a top DWI enforcer and got an award from Mothers Against Drunk Driving in 2013.
Police Chief Janee Harteau ordered police Wednesday afternoon to break up the protesters’ camped outside the department’s Fourth Precinct for safety reasons, according to the Star Tribune. Neither officer has awards or commendations in the records released Wednesday. Before that, he was a San Diego police officer from July 2008 to March 2012. A New Jersey man said Ringgenberg had grabbed him from behind and held him a chokehold.
Minneapolis Mayor Betsy Hodges said that she appreciates people’s patience in the situation because the investigation into the shooting “is going to take a while”.
At one point, protesters lined up to prevent police officers from entering, and police vehicles from approaching, the precinct.
