Valls said the measures were “modern and effective tools to fight the terrorist threat”.

The official said ISIS has a cell dedicated to building these weapons and has already packed the powder form of mustard gas in traditional explosives.

The security bill will not only extend the state of emergency, but allow authorities to put anyone deemed a public threat under house arrest, prevent suspects from communicating with one another and allow police to carry out searches at any time without judge approval if the public is believed endangered.

Authorities initially gave Abaaoud’s age as 27, but on Thursday, Paris prosecutors said he was 28.

Both Abaaoud and his cousin were identified using their fingerprints, and a spokesman from the Paris prosecutor’s office added Friday that they also found Ait Boulahcen’s passport in a purse at the scene.

Abaaoud’s body was found riddled with bullets and shrapnel, BBC News reported.

French authorities said police had conducted 793 raids since last week’s attacks.

At least 129 people were killed in shootings and suicide bombings in the French capital on Friday, targeting a concert hall, bars and restaurants and the Stade de France national stadium.

Belgian police have in the meantime raided properties linked to suspected Paris attackers Bilal Hadfi and Salah Abdeslam.

French police are still attempting to identify the remains of those killed in a police raid on a flat in the Saint Denis area early on the morning of Wednesday 18 November. “This is sad. When one is president of the republic, prime minister or member of the government, we must reassure the population”.

Abdeslam’s brother Brahim, 31, blew himself up at the Comptoir Voltaire cafe during the attacks, according to the French judiciary. “There is an opening, so to speak, with the Russians”.

“These individuals took advantage of the refugee crisis… of the chaos, perhaps, for a few of them to slip in” to France, he said on the France 2 television station.

The situation, Hollande said, is of a new situation in which the government is functioning regularly in such a way that a transfer of civilian to military power is unthinkable, “Yet, we are at war”. ‘This new team was planning an attack on La Defense, ‘ one source said, referring to a high-rise neighbourhood on the outskirts of Paris that is home to top banks and businesses. The assessment from the Office of Intelligence and Analysis, in coordination with the Federal Bureau of Investigation, specifically refers to Abaaoud as a ringleader of Belgian plotters and warned Europe was more at risk of attack than the United States.
