The UN Security Council said IS “constitutes a global and unprecedented threat to worldwide peace and security” and it expressed the determination “to combat by all means this unprecedented threat”.
There seems to be little doubt that the United States has soft-pedaled its Syria policy, ostensibly aimed at removing President Bashar al-Assad, in order not to jeopardize the Iran deal, Hamid said.
The measure is the 14th terrorism-related resolution adopted yesterday by the UN’s most powerful body since 1999.
With the unanimous Security Council vote, the terrorist attacks in Paris appear to have at last mobilized the council in taking a unified stand against terrorism brewing in Syria.
The 28-year-old ringleader of the Paris attacks, Abdelhamid Abaaoud, a Belgian of Moroccan origin, is believed to have travelled to Syria to join IS and be trained as an operative in Europe.
A call by France for countries to take co-ordinated action to defeat Islamic State (IS) in the wake of the Paris massacre is set to be approved by the United Nations.
It also urged member states to boost efforts to block the flow of foreign terrorists to Iraq and Syria, and choke the financing of the terror group, reiterating that those responsible for terrorist acts, violations of worldwide humanitarian law must be held accountable.
David Cameron will meet the French president on Monday for talks on how to fight Islamic State in Syria and Iraq.
The French proposal does not fall under Chapter VII of the United Nations Charter, meaning that it can not be enforced. An alliance of Kurdish and Arab fighters recaptured the eastern Syrian town of al-Hawl and dozens of surrounding villages.
The British ambassador said there are elements of the Russian text that his country supports and that could be merged into the French draft.
New Zealand is one of the 10 non-permanent members on the Security Council.
The resolution “unequivocally condemns in the strongest terms the horrifying terrorist attacks” in Paris and in Beirut, and also mentions violence in Tunisia, Turkey and Egypt this year.
European Union interior ministers have agreed to draw up plans for the “systematic control” of all people entering the bloc following the disclosure that the mastermind of the Paris terror attacks was able to slip into the country undetected.

Speaking on French television ahead of the meeting, prime minister Manuel Valls said members of the terrorist cell had taken advantage of the “chaos” caused by the refugee crisis to slip into the country undetected.
