“Certainly if they provide BCA with a copy of the video, they still own it, and I would think that BCA would need a court order to prevent them from publishing it”, Nelson said. “I really understood the danger we were in and what had happened”. Authorities say Clark was shot during a struggle with police, but some people who say they saw the shooting allege Clark was handcuffed.
Minnesota Gov. Mark Dayton said in a statement Saturday night that he had met with Clark’s family and community leaders and expressed his sympathy. Protesters have complained that grand juries are unlikely to indict police officers.
The scene early Tuesday was quiet, with about 200 people milling around and talking.
Dayton declined to elaborate on the nature of Clark’s encounter with officers, and would not go into more detail as to what he saw on the tape. But demonstrators said they would not be intimidated or “bow to fear”.
It wasn’t immediately clear what prompted the shooting or how many suspects police were searching for. Law enforcement personnel say the videos, including some Dayton did not see, do not show the entire incident.
Protesters, some from Black Lives Matter, and Clark’s family have been calling for investigators to release video of the shooting. When they reached a corner, the three people pulled out weapons and gunshots rang out, Omeoga said. Some made racist comments.
One of the gunmen was wearing a mask and “shouting the ‘n-word, ‘ ” Noor said.
One of the wounded protesters returned to the scene.
Omeoga, who has been participating in protests since last Monday, said the three masked people “weren’t supposed to be there”.
“I have heard a dozen different theories, and as part of our investigation we will investigate every one of these until we can ascertain which one is applicable”, he told NBC News.
A crowd gathered at the scene after the shooting, and emotions were running high.
Henry Habu, who said he has been working security for protesters, said he and others approached four people who were standing under a “Justice4Jamar” sign to ask what they were doing there.
Alexander Dewan Apprentice Clark, who said he chased the attackers, said one of the men fell and when Clark helped him up, he felt what he believed to be a bulletproof vest under the man’s clothing. However, witnesses said Clark was handcuffed when he was shot. Starting Friday night, police often were not even posted outside the precinct house.
“It was so busy and chaotic”, Wronski-Riley said.
“The camera’s looking out the back door of the ambulance”. Another, who had been shot in the arm, was yelling that his limb was numb and he needed help.
Protests have taken place across the city in the wake of his death, amid calls for police footage of the incident to be released and the officers involved prosecuted. Police spokesman John Elder did not respond to a question about any chemical irritant.
“They can’t kill the sense of community that I’m building”, Wronski-Riley said. None of the five suffered life-threatening injuries.
