They are skipping the show entirely, but note that Japan users can look forward to a great line-up of titles and future announcements coming soon.

Microsoft has announced that it will not be at the Tokyo Game Show this year.
The Xbox One isn’t doing well in Japan.
Masayuki Inoue of Microsoft Japan explained this decision via an official press release, stating that the company is working on “various preparations” to let fans discover their plans for next year’s lineup.
Let’s be honest: Microsoft knows that it’s failing in Japan. Both games will be showcased by Microsoft at Gamescom this year.
Yes, yes, with sales that literally sit around 100 consoles moved on a weekly basis, it’s no surprise that Microsoft has elected to not spend the money on a show presence at TGS 2015.

That being said, the statement’s wording sounds like Microsoft is still dedicated to the Japanese market, and it’s possible that it will publish something on its own terms. TGS 2015 will take place from September 17 to 20 at the Makuhari Messe in Chiba, Tokyo.
