Police shooting of black teen cited in U of Chicago threat
The black 17-year-old was shot 16 times by a white police officer in October 2014.

A Chicago police officer facing a first-degree murder charge for shooting a teen 16 times was released from county jail Monday evening, hours after a judge set bond at $1.5 million.
Emanuel introduced McCarthy as his pick to lead the department in May 2011, replacing former Federal Bureau of Investigation agent Jody Weis, who was unpopular with many rank-and-file officers who claimed Weis did not stand behind them.
Last week, under court order, Chicago police released the video of the shooting that happened more than a year ago.
“I want to express my great admiration for and appreciation of members of our community – including faculty, students, staff, and friends – for their mutually supportive and thoughtful approach in what has been a challenging day”, President Robert J. Zimmer wrote in a statement.
Emanuel said McCarthy had become an issue and “a distraction”. Among the panel’s responsibilities, it will improve oversight of police misconduct, find best ways to identify and evaluate officers with repeated complaints and recommend how to release videos of police-involved incidents.
It says no threats were made against UIC students, faculty or staff. UIC provided no information about the student who was arrested. Previously, the university said there would be additional security through the remainder of the autumn quarter.
In response the University of Chicago shut down its campus Monday and had students stay in their rooms.
Emanuel’s office announced Sunday that the police department would expand its use of officer body cameras from a single district to roughly a third of Chicago. The officer has been charged with first-degree murder.
The announcement came during an 11 a.m. Tuesday press conference announcing Mayor Rahm Emanuel’s new task force on police accountability. The group will consider input from victims’ rights representatives, law enforcement organizations, and youth and religious leaders. The plot was reportedly revenge for the fatal shooting of black teenager Laquan McDonald. It canceled classes and activities Monday but was expected to reopen Tuesday.
The University of Chicago’s president closed the campus on Monday after the university was informed by the Federal Bureau of Investigation that a threat of gun violence was made against the school.
But there were so many questions about not just the shooting, but the aftermath, why the initial narrative from that crime scene said that McDonald had been lunging at police officers and threatening them, while they clearly weren’t doing that, if you look at the video, and why, overall, there seems to be this culture of protecting cops and not disciplining them.
“I think the university erred on the side of caution after putting the whole picture together”, said Michael Fagel, who teaches national security and emergency management at several schools, including the Illinois Institute of Technology.
