Egypt’s state-run Nile TV reported that authorities say the attackers’ motive was criminal and not related to terrorism.
Earlier reports had put the number of dead at 18.
Police were looking for two young men who carried out the attack in the Agouza district because they were previously not allowed to enter, state news agency MENA reported. It’s an area popular with foreign tourists.
The plane was destroyed over the Sinai desert by a bomb believed to have been planted by ISIS – also known as Daesh – terrorists.
