Mourners also gathered Monday at San Bernardino County’s Board of Supervisors building to mark the first day about 20,000 county employees returned to work since the shooting.

John Galletta, an instructor at Riverside Magnum Range, said in a statement that Farook had been there November 29 and 30, two days before the attack, and “nothing was out of the ordinary regarding his behavior”.

Galletta says at one point, Farook asked a range representative to check his rifle because it was smoking.

Asked whether in hindsight he or others at the range should have been suspicious of Farook, Galletta said: “How are you able to determine what somebody’s intents are?”

“Farook, although he is dead, is now officially listed by the Federal Bureau of Investigation as a terrorist”, a police source told The New York Post.

“The question for us”, he told reporters Monday, “is how, and by whom, and where”.

Two employees who survived the attack said colleagues reacted by trying to do as they had been trained – dropping under tables and staying quiet.

Corwin Porter, health department assistant director, said Monday that the room didn’t provide much protection. Syed Farook, an American of Pakistani descent, was bringing his bride-to-be Tashfeen Malik, a university-educated Pakistani raised in Saudi Arabia, into the US on a fiance visa.

The couple died in a shootout with police several hours after the attack in a conference room at the Inland Regional Center social services agency in San Bernardino, California.

During a search last week of a condominium in Redlands where Farook and Malik were tenants, investigators seized 19 pipes, Bowdich said during Monday’s news conference, stressing they were not pipe bombs.

Newly released emergency radio transmissions from the fast-moving tragedy show that police identified Farook as a suspect nearly immediately, even though witnesses reported that the attackers wore black ski masks.

In a televised address from the Oval Office on Sunday night, Obama condemned the attack as “an act of terrorism created to kill innocent people” while cautioning against fear-mongering against the Muslim community and overreaction to the militant threat at home. “So far we have no evidence that the killers were directed by a terrorist organization overseas, or that they were part of a broader conspiracy here at home”. Investigators are also exploring the possibility that a subsequent cash withdrawal was used to reimburse Enrique Marquez, the man who bought the two AR-15 semiautomatic rifles used in the San Bernardino shootings.

Marquez hasn’t been charged with a crime, and it’s unclear if he did anything illegal. Counseling centers and a hotline were open, and managers were urged to look for signs of distress in their employees.

“The FBI is still gathering the facts about what happened in San Bernardino, but here’s what we know: The victims were brutally murdered and injured by one of their co-workers and his wife”, he said.

The attack took place at a holiday party for county health employees.

Multiple members of Farook’s family in California said she had grown up in Saudi Arabia, and on Monday, The Wall Street Journal quoted one of Malik’s brothers, who lives in Riyadh, as saying Malik had lived there.
