More than 5,000 homes were flooded as Desmond battered northern United Kingdom with heavy rainfalls and strong gusts since Friday.
The Met Office has issued a severe weather warning for more rain this week as northern England, Scotland and Northern Ireland brace themselves for continued heavy downpours.
One severe flood warning, indicating there is a risk to life, remains in place for the River Wyre at St Michaels, Lancashire.
Thousands of homes and businesses were flooded, and scores of people have been rescued from their homes.

ICAEW also urged the government to extend tax return deadlines for businesses affected by the floods, recommending three-month extensions for VAT, income tax and corporation tax returns.
An appeal by Cumbria Community Foundation to raise £1 million to support vulnerable individuals and families who have been badly affected by the floods is under way and has already raised more than £300,000.
The government will apply the Barnett formula to this funding so that Devolved Administrations will receive 7.5 million.
Communities Secretary Greg Clark said the Government was “determined to do all we can to help” people hit by the floods.
He said: “These people are our neighbours and we just wanted to help them, we are all humans and if you can make a little difference in the life of someone who is struggling then that is a good thing”.
“Over and above this package, we’re still discussing with DCLG what will be required to rebuild Cumbria’s damaged infrastructure”.
Throughout Cumbria, thousands of tonnes of debris has fallen on roads, carriageways and bridges in landslides due to the unprecedented amount of rainfall.
The head of the National Emergency Response Committee, Seán Hogan, is warning that water levels in both the Rivers Shannon and Moy are likely to peak over the next 10 days.
Ms Truss earlier told Sky News: ‘It delayed the floods so it gave us an opportunity to protect people and evacuate people.

He said the Environment Agency would carry out a study to assess the flood barriers and to learn from the widespread flooding, following similar events in 2009 and 2005.
