Storm Desmond: £50m fund pledged to help flood victims
CNN reports that as many as 46 severe flood warnings, indicating risk to life, have been issued in England and Wales.

Over 3,000 homes in Cumbria and the Lancaster area still have no power after more than 40,000 were cut off.
Thousands of homes in northwestern England were left without electricity after severe flooding caused by Storm Desmond led to massive power outages across the region.
The extreme weather has claimed three lives.
Friends of the Earth climate campaigner Guy Shrubsole said: “Liz Truss’s concession that United Kingdom flood projection data needs to be revisited is a clear sign that officials are seriously concerned that climate change is increasing the risk of flooding far higher than expected”.
The Government has pledged to make sure all resources are made available to support recovery. Most people are safe and well and we have had some people in for refreshments and to get warm.
With the funding, local authorities will be able to provide £500 to each flooded household to assist with temporary accommodation costs.
He said: “The £51 million Community and Business Recovery Scheme offers support in the weeks and months ahead”.
Devolved administrations will receive £7.5 million under the Barnett formula as a result of the announcement, but it is up to them how this money is spent.

Residents are being told to remain vigilant as more rain is forecast heading into Thursday, bringing the potential for further disruption across Cumbria, parts of Lancashire and areas of North Yorkshire.
