Important deadline ahead for health insurance marketplace

The extension previous year won applause from consumer groups seeking to boost enrollment numbers, who had long argued that tax-filing deadlines were an opportunity to persuade people to enroll because of the individual mandate’s reliance on the tax code for its administration. Open enrollment on HealthCare.gov extends through the end of January, but policies purchased after December 15 will not become effective until at least February 1.

“I am pleased with the strong start to this year’s Open Enrollment”, Department of Health and Human Services Secretary Sylvia Burwell said in a statement.

“Now, depending on where they live, many are qualifying for health insurance through Medicaid as they leave jail or prison”.

First reported by Robert Pear of The New York Times, the Florida senator and presidential candidate previous year slipped in a little-noticed provision into a massive spending bill, which became the first substantive move toward dismantling Obamacare. Insurers that profit each year above a certain threshold pay into the program, while those that lose money receive payments from the federal government. Of consumers returning this year in Tennessee, 87 percent could save an average of $726 a year for similar coverage, they said.

But that only tells a fraction of the story.

The platinum plans generally have higher premiums but might save you more in other expenses, such as deductibles and copayments. The increase in spending growth from 2013 was driven primarily by millions of new people with health insurance coverage because of the ACA, and by rapidly rising prescription drug costs. This is an important consideration for many people buying subsidized policies through the exchange, as their deductible will be more than the annual premium.

Nationally, silver plans increased 7 percent from previous year due to a variety of marketplace dynamics, including participation and the number of health-care providers.

Katherine Hempstead, director of health coverage at the Robert Wood Johnson Foundation, doesn’t take issue with that assessment. That online searching, Slavitt said, “means that people are not just…going with the cheapest plan”. According to research from the University of Minnesota, premiums are 13% lower in areas where there are the most brokers, compared with those with the fewest. That’s why it’s such a hard decision for consumers. “Now, the big complaints are about cost, especially out-of-pocket costs”.

The federally funded website, coveringnew hampshire.org, is a good resource for both. But the price paid to help those 3 million people has been staggering, including the loss of 2.5 million full-time jobs, the CBO estimates.

“There are 40 plans, so it’s kind of confusing if you’ve never had a plan before”, said Jayme Simoes, a spokesman for Covering New Hampshire.

He added that most plans on the exchange give consumers access to some care without having to pay the deductible, such as cancer-screenings, immunizations, and well-child visits, among other basic services.

“It is probably impossible for a startup in the health insurance space to make any significant money in the first couple years”, said Standard & Poor’s analyst Deep Banerjee.
