Carson criticized the year-long delay in releasing the video showing Officer Jason Van Dyke firing 16 shots at McDonald as he walked away from police in October 2014.

The sheriff’s officer can been seen with several Chicago police officers just feet from McDonald, who appears to still be moving slightly.

State Rep. LaShawn Ford, a Chicago Democrat, filed a bill Wednesday in Springfield to allow for the recall of Mayor Rahm Emanuel.

The current watchdog agency’s members are appointed by Emanuel.

“I am going to continue to be Cook County State’s Attorney, and there’s no way that I would ever even consider resigning”, Alvarez said. He intentionally avoided watching it, he says, because the public pressure to act that would have followed would have affected States Attorney Anita Alvarez’s investigation of the killing.

Emanuel spokeswoman Shannon Breymaier was part of an e-mail chain questioning whether the city could release video of the shooting.

Chicago police and the Independent Police Review Authority, which investigates CPD shootings, never contacted either officer, Smith said.

The Department of Justice is investigating the circumstances of the shooting, as well as the police department as a whole.

Prosecutors made a decision to charge Van Dyke because he was not facing an immediate threat from McDonald, and because he continued to fire at the teen as he lay on the ground after being shot.

“She has lost the trust of the people”, Hunter said.

Much of the most pointed criticism of Emanuel has centered on the idea that he may have suppressed the truth about McDonald’s death during the closing weeks of his contentious re-election campaign. In a less-than-friendly interview with Politico, the beleaguered mayor said, “We have a process; it’s called the election”, adding, “The voters spoke”. Though a police car’s dashcam recorded the confrontation, the videotape… But the gun turned out to be a smart-phone box.

The city is fighting the release of that video, arguing that it could prejudice would-be jurors if the case goes to trial.

Speaking on behalf of the family, Hunter also thanked those who have been demanding justice for McDonald during daily protests in Chicago.

The day before, student protesters staged a “die-in” at Daley Plaza. Neither officer faced any administrative discipline over the incident, Smith said, because the sheriff’s office did not require any reports to be filed.
