Chicago braces for more protests over police shooting

After the video was released last month showing a white Chicago police officer shooting the black teenager 16 times in October 2014, Emanuel said the city needs comprehensive solutions, and called for better accountability, transparency and credibility.

November 29: The University of Chicago announces it is canceling all classes and activities on November 30 because of a threat mentioning the quad and Monday morning. “We accept it, and we need it”.

The dashcam footage was released at a news conference and Assistant U.S. Attorney Lynn McCarthy attempted to show exactly how the shooting occurred from her perspective. Dick Durbin (D-IL), called for a Justice Department probe into the CPD’s practices.

Holmes filed a federal lawsuit against Chicago police shortly after her son’s death, and the defendants filed a motion to block the video’s release. “It’s not just about Laquan McDonald and how he was shot down”. But this is bigger than one particular incident. “And the Chicago Police are at the head of the table”, he said. Within days, Mayor Rahm Emanuel forced Police Superintendent Garry McCarthy to resign, and is under increasing pressure to resign himself.

Chicago’s Independent Police Review Authority is a civilian agency that investigates possible police misconduct, including the shootings of citizens by officers.

There’s no set timeline for the investigation, which Lynch said is “in the interest of the people of Chicago, who deserve a world-class police department and constitutional policing”. But, Taylor says Chicago police officers are rarely are disciplined for what he says is standard practice within the department: the code of silence.

The group of young, black Chicagoans say they see themselves in videotape of the police killing of Laquan McDonald. In this case, that means the case against Van Dyke. “That’s what he said”, Escalante said. Last month, a judge ordered that the video of the shooting be released, but there are also other allegations swirling that Chicago police intentionally deleted other video footage that may have been key to the case. But with the mayor on the hot seat and the department reeling, some feel that policy is about to change, giving IPRA the go ahead for disciplinary action against any officers who knowingly made false statements sooner rather than later.

“Chicago gangs and Chicago police think they can kill anybody in the community because they can – and it has to stop”, Coleman said.

Cook County State’s Attorney Anita Alvarez announced Monday that she’s not charging Officer George Hernandez in the shooting death of Ronald Johnson III in October 2014.

“Obviously, it’s sad every time there’s a loss of life”, he said. Johnson is not on screen when he was struck by two bullets.

In the police report released over the weekend, some officers described McDonald as aggressively coming at Van Dyke – who is now charged with first-degree murder – while waving the knife and ignoring orders to drop the weapon. Both officials have said they have no plans to resign.

“If the criminal investigation concludes that any officer participated in any wrongdoing, we will take swift action”, police spokesman Anthony Guglielmi said in a statement. She also said Johnson was armed and was running toward an occupied police vehicle before he was shot.

No charges will be filed in the Chicago police shooting of Ronald Johnson in 2014. “But it’s a narrative that just isn’t borne out by the video that we’ve seen”.

The vehicle circled back to the site of the party, and the driver told authorities that he heard Mr. Johnson cock a gun in the back seat.

“I asked him if he feared or had any concerned that the State’s Attorney’s office was going to indict him”.

“”It is a vital step in making sure we prevent more murders and violence in Chicago.””.

Justice Department investigations typically look for systematic violations of federal law. An expansion of the use of body cameras by police officers and the creation of a task force to examine and promote police accountability round up the mayor’s push to quell discontent at police in the city.
