Eight days before McDonald was killed, Officer George Hernandez fatally shot 25-year-old Ronald Johnson III. He added that the video was a “game-changer” in the community and helped people understand “the frustration of what we are dealing with”.
Emanuel is expected to address three main themes: justice, culture and community, his office said.
This includes tackling issues related to poverty, opportunity and family, as well as law enforcement’s relationship with its citizens, he said. In his speech, Emanuel noted the problems are ones that have plagued Chicago for decades, and that there are no simple solutions. Legal experts say there is no current mechanism under state law to recall a mayor.
“I think the problem is that a lot of what’s happening now seems reactive”, said Vanessa Williamson, a fellow at the Brookings Institution. Evans is an African-American officer who’s been with the Chicago police 29 years. He also has criticised the agency that investigates police misconduct for finding nearly all police shootings justified. “But it also is an historic opportunity to confront an issue that has been around for generations”, said David Axelrod, a longtime Chicagoan who, as former senior adviser to Obama, worked closely with both the President and Emanuel.
“You don’t earn trust back with one speech”, Axelrod said.
One of the demonstrators outside of the council hall before Emanuel’s speech said the mayor must step aside.
Emanuel has been engulfed in a media firestorm since a video was released two weeks ago showing the 2014 death of Laquan McDonald. The judge intimated in his ruling that prosecutors should have charged Servin with murder, not manslaughter.
Emanuel lamented Wednesday that young people join gangs “in search of self-worth” and because they don’t see hope for a better life, saying, “We as a city must and can do better”. “And he’s going to eventually lose the support of the City Council”. The video immediately set off protests.

Since the release of the McDonald video, Emanuel forced Police Superintendent Garry McCarthy to resign and formed a task force to examine the police department.
