“Today’s action is meant to help protect young people from a known and preventable cause of skin cancer and other harms”, said acting FDA Commissioner Dr. Stephen Ostroff.

The Indoor Tanning Association previously accused the FDA of exaggerating those risks.

“The risk of developing melanoma increases by 59 percent for individuals who have been exposed to UV (ultraviolet) radiation from indoor tanning, and the risk increases with each use”, read a statement from the academy. According to a Government report in 2013 about 1.6 million minors use an indoor tanning facility every year.

In its proposal, the FDA acknowledged that the effects of exposure to ultraviolet radiation are cumulative, placing young children and teenagers at greater risk for skin damage over their lifetime. She said most of her clients under 18 don’t use tanning beds, but if they do, they’re parents allow it.

The FDA also proposed changes by the manufacturers and facilities where tanning beds are used, to improve standards and safety of the devices themselves.

The American Academy of Dermatology was one of the first major health groups to welcome the decision, highlighting the importance of minimizing UV exposure in order to reduce skin cancer risk.

The Indoor Tanning Association recently told reporters that the new regulations would make the financial situation of its members even worse due to additional costs in an already sensitive economic climate. “Indoor tanning devices are not safe”, it noted.

And unlike most other cancers, where the rates of new cases are flat or declining, melanoma has continued to rise by about 3 percent a year for the last couple of decades.

The proposal also requires that tanning beds have a panic button in case of emergencies.

“Indoor tanning is created to give you high levels of UV radiation in a very short time”, he explained.

Some states have already banned the practice for minors, but the service is still broadly accessible in most states, with salons dotting strip malls across the country and tanning beds popping up in places like gyms, college campuses and spas.

“Indoor tanning is a known contributor to skin cancer, including melanoma (its most deadly form), and other skin damage”.
