Adding to the conflicting messages of his address, Obama then urged Congress to grant him an authorization for the ISIS war, saying it was time for them to demonstrate America’s “unity” and that they are “committed to this fight”.
“The Islamic State’s inventory is eclectic and a result of a massive build-up of arms over decades in Iraq”, says Rasha Abdul Rahim, who works with Amnesty International as advisor on arms control, the security trade and human rights.
“The global community must learn from past mistakes and take urgent measures to reduce the proliferation of weapons in Iraq, in Syria, and countries or regions of instability”.
By failing to account for the weapons that have been transferred to Iraq over the last several decades, the US and other supplier nations have allowed them to freely flow through the region and fall into the hands of ISIS and other armed groups in the region, the human rights group charged. It was also commissioned before Obama declared the Islamic State contained in Iraq and Syria – just a day before the Paris attacks – but it was delivered to the White House in the weeks afterward.
When Islamic State (ISIS) took control of these areas, these weapons were theirs for the taking.
It is calling on all states to place an embargo on arms to Syria, something Canada has already done.

When arms are transferred, Amnesty says there must be pre- and post-delivery controls to manage their use.
