Juvenile bill needs provision for heinous crimes: Congress
Parliament on Monday passed a crucial bill that provides for stringent action against those involved in crimes against scheduled castes and tribes, wrongfully occupying their land or dedicating such women as a “devadasi”.

The juvenile convicted for the 2012 gang rape was released from a correctional home in the national capital on December 20.
The issue of the alleged irregularities in the DDCA today rocked the Rajya Sabha, forcing its several adjournments, the last one till 1500 hrs.
“I am so proud and glad that the Trinamool Congress brought the issue in the Parliament yesterday and now the Bill (Juvenile Justice Bill) is listed”.
Though the Centre brought the Bill for consideration and passage through a supplementary list of business, the Opposition insisted that it can be passed only on Tuesday, as three other Bills were listed for Monday in the Rajya Sabha.
The Rajya Sabha will take up the Juvenile Justice (Care and Protection of Children) Bill, 2015 for consideration and passage today. “It had a maidan so we raised money since BCCI just gave Rs. 4 crores for infrastructure”, says Mr. Jaitley repsonds to K.C. Venugopal’s question.
In the Upper House, where the Winter Session has been a near washout so far, 18 Bills are pending. “We had said we will pass the SC/ST Bill and we have fulfilled our promise”. The Congress, of course, claims that the BJP also disrupted Parliament when it was in the opposition.
TMC leader Derek O’Brien stood up and told the Chair that it was important to mention that the Bills were passed unanimously and not in a din. There was thumping on the desk as the House passed the Bill. In the next two days, parties should rise above politics and pass this Bill.

But stating that “the Nirbhaya accused will not be affected even if it (the Bill) is passed, Congress leader Pramod Tiwary charged that the “government is guilty for the release of the accused and of not being able to pass the Bill”. I appeal to the Congress party for it”, he said. Amid protests, the juvenile convict in the case was sent to an NGO in Delhi on Sunday.
