He is now in talks with Foreign Minister Sergei Lavrov and will later meet President Vladimir Putin.
US State Secretary John Kerry announced last week that the next meeting of world powers on Syria would take place in New York City on December 18.
Kerry travels to Moscow from Paris, where he is attending a closed-door ministerial meeting on Syria.
Mr Kerry will try to prepare the ground for an worldwide meeting on Syria mooted for later this week.
Over the last months, Putin has also met several times with US President Barack Obama at worldwide events.
The Kremlin assessed contacts between the Russian president and U.S. state secretary as first signs of understanding the importance of returning to cooperation between the two countries.
Russia’s Air Force is conducting do-zens of airstrikes in Syria daily to support the Free Syrian Army fighting alon-gside government troops against Islamic militants, the chief of Russian Arm-y’s general staff was quoted as saying on Monday.
The Russian foreign ministry said that the two men had agreed that the make-up of an opposition delegation that could conduct talks with the Syrian government had to be prepared before another meeting, along with an agreed list of Islamist terrorist groups to be jointly fought against. It says only the Syrian people and not external powers should decide his political fate.
On Ukraine, Kerry is pushing for Russian Federation to fully abide by the terms of a February cease-fire – the Minsk agreement – in return for easing sanctions. “Russia and Turkey certainly have to re-establish the relations of trust that we have always had, but our patience has a limit”, the Turkish foreign minister said. “We are not trading Ukraine for Syria”.
“Given Washington’s influence on Kiev, this could be a useful aid to efforts of the Normandy format (involving Russia, Ukraine, France and Germany)”, Lavrov said.
