The conflict in Syria has killed upwards of 300,000 people and displaced millions more, creating the world’s worst refugee crisis since the second world war.

US President Barack Obama has said that President Bashar al-Assad must step aside in order to achieve stability in Syria and end the brutal civil war in the country. He said it was “impossible to reach consensus” in the time available and that other countries would now help Jordan redraft the list in the weeks to come.
The UN resolution also makes no mention of Syrian President Bashar al-Assad’s fate.
“It will be up to Syrians to decide”, said Amir Abdollahian.
Talks between Syria’s government and opposition should begin in early January, the resolution said.
O’Malley emphasized the importance of a political process in Syria, expressing hope that it would be possible to “springboard off of this new United Nations resolution”.
Russia’s Foreign Minister Sergey Lavrov affirmed that the Syrian people only have the right to determine their future, saying that all parties should agree on this principle through being far from their private interpretations on how to apply, understand it and abandon their unilateral view.
The meeting at New York Palace Hotel was attended by foreign ministers from 17 countries, including Turkey, Saudi Arabia, Qatar and Iran.
Kerry – who has “agreed to disagree” with Moscow on Assad’s fate – emphasised that victory over the Islamic State group hinges on a peaceful settlement in the broader Syrian civil war. “We see how efficient our pilots and our intelligence are in coordinating efforts with different types of forces: the army, navy and air force, and how can they use the most advanced weapons”, Putin said, addressing officers.
The United States and its allies have called for Assad’s departure, while Russian Federation – a key ally of the Syrian president – insists that he should not be required to leave power as a precondition for peace talks.
“There are reasons for optimism but, every now and then, we have to pinch ourselves and remind ourselves that there is still this huge question that divides us around the table over the future of Assad”, Mr Hammond said.
A number of states are conducting military campaigns in the Syria against the group.

The first two rounds of talks were held in Vienna where world powers agreed on a timeline that would let Syrian factions form a transitional governing body in six months and to hold UN-supervised national elections within 18 months.
