The attack along the 91 freeway included Marquez taking a high position away from the freeway, while Farook “used pipe bombs to stop traffic”. The conspiracy charge against Marquez carries a maximum sentence of 15 years in prison, and the firearms and visa charges, 10 years each.

The federal terror-related charge faced by Marquez is slightly different than one by the same name used in most recent cases charging suspects with conspiring to provide material support to terrorists, said Bobby Chesney, a University of Texas law professor.

In 2013, “their contact began to decline and according to Marquez they ceased planning any attacks together”, according to the complaint.
The three-count criminal complaint also charged Marquez with defrauding immigration authorities by entering into a sham marriage with a Russian woman who was a member of Farook’s extended family, US Attorney for the Central District of California, Eileen Decker, said in a statement.
The affidavit said Marquez called 911 hours after the attack to say his neighbor had used his gun in the shooting, using an expletive to describe Farook.
Coincidentally, Syed Rizwan Farook and his wife, Tashfeen Malik, the two who shot 14 people to death and wounded 21 others in a mass shooting on December 2, were buried in an undisclosed location, according to local officials.
In 2011, Marquez said he spent much of his time at Farook’s home, consuming a steady diet of extremist thought.
“It just felt like they were really present in their conversation with me”, Pifer said.
When his mother visited him at the hospital two days later after the shootings, her son again referred to Syed Rizwan Farook by an expletive and said he did not know “he was going to do that”, Anderson said in the affidavit.
They also had plans to attack a motorway during afternoon rush hour by dropping pipe bombs onto cars and shooting into cars and at law enforcement, the records said.
“Shortly thereafter, Farook introduced Marquez to radical Islamic ideology”, according to the documents, which were released Thursday.

The FBI affidavit provided more details on how investigators believe Farook and his wife’s rampage unfolded. Once traffic stopped, the plan called for Farook to walk vehicle to auto shooting the occupants.
Farook moved $1,500 into Marquez’s bank account to buy the weapons, along with special magazines that allowed the semiautomatic rifles to be fired even faster. Last year, Marquez married Mariya Chernykh, who is related to Farook by marriage.
“Terrorist? Are you kidding me?” said Sharon Morgan, whose husband, Jerry, hired Marquez to check IDs at his bar, Morgan’s Tavern.

Marquez, who had worked as a security guard at Walmart, appeared in court and was told to return on Monday for a bail hearing.
