No charges for Bland jailers, but arrest to face scrutiny
The Vermont senator issued a brief statement Monday night after a Texas grand jury declined to indict any of the sheriff’s officials or jailers for their treatment of Bland, who was black. For reasons we’ll never completely understand, she took her own life before she had that money.

Encinia has said he arrested Bland because she kicked him during the traffic stop, the Houston Chronicle reported.
Waller County officials denied accusations that Bland was mistreated in jail.
The decision not to indict has many outside observers puzzled, especially considering the circumstances that led to the 28-year-old Bland landing in Waller County jail.
AP Sandra Bland was found dead in a jail cell in Waller County on July 12. Bland’s mother, Geneva Reed-Veal, said the family has not been informed about physical evidence being presented in court or about developments in grand jury proceedings.
Cannon Lambert, an attorney representing the Bland family, is still convinced the events leading up to Bland’s death are somehow being kept secret.
In late July, authorities released hours of jail video in an effort to knock down the idea that Bland was dead before she was brought to jail. The grand jury will reconvene in January to decide if the white trooper who pulled Bland over, Brian Encinia, should face charges on how he conducted himself in the traffic stop.
“Grand jurors considered evidence collected by a team of five special prosecutors named by the county’s district attorney, Elton Mathis. When they do release the findings, they release evidence they deem [relevant]”.
A Baltimore judge has scheduled a new trial date following the mistrial of one of six officers charged in connection with the death of Freddie Gray.
The medical examiner called it a “suicide by asphyxiation”.
On July 10, Bland was driving from IL to her alma mater, Prairie View A&M University, where she had gotten a new job, when she was pulled over by a state trooper for failing to use a turn signal in Prairie View, northwest of Houston. In dashcam video of the incident, Encina holds a stun gun up to Bland and warns “I will light you up” when she refuses to leave her auto.
Reed-Veal said prosecutors have not sought to interview Bland’s relatives about her death last summer. Until the grand jury reaches a decision on Encinia, he remains out of the field, but is still with the Department of Public Safety.
Lawyers for the family have argued jailers should have checked on Bland more frequently and that mental health evaluations should have been performed after she disclosed she had a history of attempting suicide.
