Today, Governor Bevin issued five Executive Orders pertaining to marriage licenses, minimum wage, hiring practices within the state government, the restoration of rights to felons and a superfluous state board. Earlier in the year, the Rowan County clerk, Kim Davis, spent five days in jail for refusing to issue licenses to same-sex couples on the grounds that it went against her religious beliefs. Davis said Kentucky’s marriage laws have been “completely eviscerated” by the Supreme Court’s ruling and said she would be willing to come to the state Capitol to testify about any changes. U.S. District Judge David Bunning ordered Davis, 50, to issue the licenses and then jailed her after she refused.

Governor Matt Bevin had said shortly after his election in November, as only the second Republican governor of Kentucky since 1971, that he would change the forms that had drawn objections from Rowan County Clerk Kim Davis and some other clerks. She announced her office will issue licenses under federal order, but they won’t list her name or office. “This executive order is a clear, simple accommodation on behalf of Kim Davis and all Kentucky clerks”.
