Carter in Iraq Seeking New Ways to Fight ISIS
The Islamic State of Iraq and the Levant (ISIL) carried out an attack against a Sunni military camp in the Bashiqa region of northern Iraq, wounding four Turkish soldiers.

The United States ramped up pressure Wednesday on Turkey to pull unauthorized troops from Iraq, aiming to defuse a dispute that has rankled relations between two countries central to the fight against the Islamic State group.
More than 1,000 fighters were receiving training at the camp when it came under attack.
Members of the terrorist organization “Islamic State” (IS) have attacked a Turkish military camp in Ba’shiqah, northern Iraq, the Turkish Haberturk newspaper reported Dec.16.
He said he plans to discuss the offer with Iraqi leaders, adding that Prime Minister Haider al-Abadi has said he is willing to consider it and any decision is up to the Iraqi government. Iraqi forces have been preparing to try to take the city back, encircling it. But progress has been slow. But Abadi has resisted, arguing foreign forces aren’t needed to fight IS in Iraq.
US Secretary of Defense Ashton Carter arrived in Baghdad on Wednesday in an unannounced visit, senior sources told Anadolu Agency.
Turkey argued that it had to send the reinforcements after receiving intelligence about possible IS attacks on the camp. Biden welcomed that initial withdrawal, but insisted it must continue.
Army Col. Steve Warren, spokesman for the anti-ISIS mission called Operation Inherent Resolve, reiterated Carter’s comments that the Iraqi government would not ask for help as it had to balance military options with the hard political environment in the country, according to the AP report.
Turkey has stationed trainers since a year ago at a training camp in Iraq for fighters battling the Islamic State group. It shortened the time and distance required to conduct airstrikes in Syria and Iraq, compared with strikes flown from bases in the Persian Gulf area.
But he said the US was ready to provide such support if the Iraqis asked.
The F-15 aircraft will move from Turkey back to their base in Britain, U.S. European Command said Wednesday.

“Everything we do…here is subject to the approval of the sovereign Iraqi government”, Carter said at the start of the meeting.
