Grand Jury Declines to Indict Prison Staff for Death of Sandra Bland
Prosecutor Darrell Jordan said Monday that the Waller County grand jury will return in January to consider “other issues” and warned there could be indictments. Her family has filed a lawsuit against the Waller County Sheriff’s Department, which runs the jail, claiming that jail staff failed to properly supervise Bland, who had a history of depression and had attempted suicide in the past.

Sandra Bland was taken handcuffed to the county jail in Hempstead, where she remained when she was unable to raise $500 for bail. A popular hashtag, #IfIDieInCustody, became a forum to express that skepticism and the fear of being disappeared into a jail-or, like Freddie Gray, a police wagon-and emerging dead or near death, with no explanation and little evidence to explain what happened beyond the official account.
State trooper Brian Encinia remains on administrative leave for what the Texas Department of Public Safety refers to as violating procedures.
Her family is disputing how the case was handled.
The grand jury reached the decision that no felony crime was committed by the sheriff’s office or jailers after a closed-door hearing.
On Monday, Bland’s mother, Geneva Reed-Veal, said she wanted to see files from the investigation.
With this latest grand jury development coming at the same time that the headlines are filled with Ethan “Affluenza” Couch’s great escape, it’s hard not to make comparisons.
Bland’s mother, Geneva Reed-Veal, called on authorities to release all footage and information they have surrounding her death.
Bland’s family said the setback begs the question of what evidence was presented to the grand jury. Let’s be clear, though: “If Sandra Bland had been white, she never would have been arrested in the first place”.
Bland, 28, was arrested during a routine traffic stop that escalated into a confrontation.
Bland was found dead in her cell three days after being arrested.
Jordan, citing the confidentiality of the grand jury system, would not say what those charges could be. Her family said they expected the outcome.
The grand jury heard evidence in the Bland case for more than eight hours Monday.
The trooper had ordered Bland out of her auto after she refused his request to put out her cigarette.
Authorities say Bland hanged herself in her jail cell with a plastic bag. Officials ruled her death a suicide.
Muhammad is calling for an economic boycott and a federal investigation of Waller County, which was where Bland was arrested in July during a contentious traffic stop. According to witnesses and Bland herself, Encina slammed her head into the ground. That’s what I’m stressing right now.

The Bland family held a news conference in Chicago regarding the grand jury’s move to not indict, and challenged how the case is being investigated by officials in Texas. We also need better training in de-escalation techniques and a police culture that emphasizes their use. “The idea for that is to allow police to control a potentially risky situation”.
