India, Russia pledge to boost bilateral relations
Russian Federation is a strong and reliable friend of India and both countries have a “truly strategic” partnership, Prime Minister Narendra Modi today told President Vladimir Putin at the annual summit talks as the two sides negotiated major deals in defence, energy and other key areas. While flying for Kabul from Moscow post mid-night last night, an all satisfied PM tweeted, ” Goodbye Russia.,.I, leave with a great sense of satisfaction that this visit will further cement India-Russia ties”.

Hailing Putin, Modi said in a changing world, his leadership has kept the bilateral relations on a steady course of progress and growth. He recalled that Moscow had “strongly supported India’s accession to the Shanghai Cooperation Organization and that the two countries were actively cooperating within the BRICS group (Brazil, Russia, India, China and South Africa), where India will take the rotating presidency in February 2016”.
Modi will also meet with Russian business leaders and gave an address at an embassy event celebrating cultural ties. “So many people here have not been to India yet they have a lot of affection towards India”.
Modi said that with one of the world’s largest reserves of hydrocarbons, Russian Federation can be a critical source of energy security for India. “And, all of us in the region – India, Pakistan, Iran and others – must unite … behind this common goal”, Modi said.
But while Modi and Putin exchanged warm words during the Indian leader’s visit, with Modi saying he and Putin had a “high convergence in our positions on global issues”, their joint statement notably contained no mention of a highly anticipated deal: the sale of billions of dollars in state-of-the-art Russian S-400 surface-to-air missiles.
During the summit, both the countries also agreed to institutionalize CEO’s Forum with two meetings annually, one in India and another one in Russian Federation. He called Russian Federation “a very old and trusted partner”.
Russian Federation and India were close allies during the Cold War, but recently the relationship has become more complex.
However India eyes Moscow as a potential partner for infrastructure projects as the Modi government seeks to overhaul the country’s railway network and build nuclear energy plants as part of the Make in India foreign investment drive.

Still, the meeting was the latest in a series of signs of a possible thaw in relations.
