Russian Federation has killed 200 Syrian civilians in two months: Amnesty
But Russian officials have repeatedly rejected such accusations and residents and opposition activists inside Syria acknowledge that they have no way of knowing who carried out the attacks.

Amnesty, which asked Russian authorities to respond to the report, recommends that Moscow not only intensify any measures to prevent civilian casualties but also launch impartial investigations into cases that may have violated worldwide law.
On 29 November, for example, it said at least one suspected Russian warplane fired three missiles into a busy public market in Ariha, in Idlib province. Witnesses described how within seconds the bustling Sunday market turned to a scene of carnage.
Philip Luther, who runs Amnesty’s Middle East and North Africa program, said the civilian killings amounted to war crimes.
A defiant Russian Defence Ministry says the report, which contains “trite cliches” and “fake information”, ministry spokesman Igor Konashenkov told a news briefing.
While Amnesty International welcomes the statement by New Zealand following the adoption of the resolution, the Organisation highlights that it is imperative that New Zealand, as an elected member of the UN Security Council, amplify its voice in calling for compliance with this and other key UN Security Council resolutions regarding the protection of civilians in Syria.
Russian presidential spokesman Dmitry Peskov said on Monday Russia was “conducting its operation in strict conformity with principles and norms of the global law”.
Smoke rises after what activists said were cluster bombs dropped by the Russian air force in the town of Maaret al-Naaman in Idlib province.
However, the Russian authorities have alleged their armed forces are attacking only “terrorists” targets and have denied killing civilians. The think tank found that ninety-percent of Russian air strikes have not targeted the Islamic State. Due to the difficulty in obtaining accurate reporting on the ground, Amnesty explained how it determined which attacks were Russian rather by the other countries carrying out strikes on Syria. “Russian aviation does not use them”, he said. In doing so, it interviewed by phone or over the internet 16 witnesses to attacks and their aftermath, including two doctors, and spoke to more than a dozen human rights defenders and representatives of medical organizations supporting work in the areas of the attacks.
“We have documented, in detail, six attacks”, Anna Neistat, Amnesty International’s Senior Director of Research told RFI.

“For a large part of this Syria conflict Amnesty, particularly here in its London office, has made no secret of its support for large part of Syria’s rebellion, even at some point a couple of years ago calling – which many people would find freaky for human rights group – for the arming of Syria’s rebels, even though at the time Syrian rebels were known to be carrying out human rights abuses themselves of very serious nature”.
