An Environment Agency spokesman posted online: “We have seen heavy rainfall over Lancashire with totals of up to 45 mm of rain which has already fallen on the higher ground”.

“Our highways teams are working hard to clear debris that’s contributing to localised flooding on the road network”.

Severe flooding has hit Lancashire following torrential downpours over the Christmas period amid growing fears that the rising waters could place lives in danger. “Please don’t come to visit Whalley or Ribchester now”, the service said in a tweet.

The severe flood warnings – the EA’s highest level of warning – are for two locations on the River Ribble at Ribchester and three locations on the River Calder at Whalley.

Underscoring the severity of the deluge, the government’s emergency COBRA committee met on Christmas day to tackle the crisis, with officials under pressure after similar flooding earlier this month in northwest England.

Authorities issued some 335 flood alerts in all.

The EA warned the River Calder, River Ribble and the River Wyre were all expected to flood.

Around 120 flood alerts and 145 warnings were issued by the EA, mainly for the North West, North East and Wales.

About five inches – 120mm – is predicted to fall on exposed sites, with up to 80mm on high ground. “As the rain falls, the rivers respond very quickly”, he told the BBC Radio 4 Today programme.

The weather has forced the cancellation of many sports fixtures and of ferry services in Scotland’s Outer Hebrides. More rain is also expected across parts of the county over the course of this evening.

Abbi Blackburn, stranded, said she had no sandbags to protect her home and had already lost major appliances to flooding in the basement.

“The road conditions are risky in places and we’re advising people not to travel unless they really need to”.
