PM Narendra Modi’s Pakistan visit was pre-planned, says Congress
India wants Moscow to take part in infrastructure projects as the Modi government seeks to overhaul the country’s railway network and build nuclear energy plants to meet the growing electricity needs for its fast-growing economy. While New Delhi has diversified its sourcing significantly over the years, the agreements to manufacture Kamov Ka-226 helicopters in India and to purchase the S-400 Triumf airdefence system reiterate the important place Russian Federation has in India’s defence procurement.

PM Modi’s visit to Moscow for the 16th annual bilateral summit must be seen not only as exercise in energising a traditional partnership but also as an effort to use ties with Russian Federation to advance India’s manufacturing aspirations, apart from shared concerns on security and terrorism.
They also oversaw the signing of several agreements involving Russia’s state nuclear corporation Rosatom and railway monopoly Russian Railways, among others.
“We believe that India is a great power that conducts a balanced and responsible foreign policy and is one of the most worthy candidates for taking the seat of a permanent member on the U.N. Security Council”, Putin said.
During the Cold War India was the Soviet Union’s closest military ally and a major importer of its military hardware.
He called for unity among nations to fight the global scourge of terror.
The prime minister stressed on the necessity for a dialogue for an early political settlement in West Asia.
“The good news is that our trade and business relations are becoming vibrant”.
Despite Russia’s simultaneous proximity to both China and Pakistan from a strategic angle, India has strengthened defence ties with its “reliable friend”, thus, indicating a change in the geopolitical scenario in Asia.
“From hydrocarbons, our cooperation is moving to the hardest form of carbon – diamonds”, he said.
“It supports my mission of Make in India”, he said.
At the summit, Modi and Putin pushed for early conclusion of a cultural exchange programme from 2016-2018 and chose to intensify cultural cooperation between academic and research organizations of the two countries.
According to an official statement, Modi was given an overview of the actual functioning and real-time monitoring operations of the centre.

Before heading for the Kremlin, Modi laid a wreath at the Tomb of the Unknown Soldier here. The memorial is located at the Kremlin Wall in the Alexander Garden here. Like any of his past addresses this was also of high voltage in nature.
