Earlier welcoming the Prime Minister and the Indian delegation, President Putin said, “It is a pleasure to note that we are consistently and confidently developing the privileged strategic partnership between Russian Federation and India”.
Russia’s President Vladimir Putin and India’s Prime Minister didn’t publicly discuss the potential sale of Russia’s state-of-the-art S-400 Triumf air defense systems to India during their meeting.
Prime Minister Narendra Modi today wrapped up his two-day visit to Russian Federation, during which the two countries signed 16 pacts to expand cooperation in various sectors, including nuclear and defence. Putin said Moscow believed India was “among the most honourable candidates” for permanent membership of the United Nations Security Council.
The two countries agreed on the location of a new Russian nuclear energy plant in the southern Indian state of Andhra Pradesh, with Moscow already building a nuclear plant in the state of Tamil Nadu.
Russian President Vladimir Putin has pointed to the proximity of positions Moscow and New Delhi take on acute worldwide issues.
“The country is vulnerable to Pakistan and China both in terms of missile attacks and air strikes”, and the technology is “very desirable” despite it’s hefty price, said Dipankar Banerjee, a defence analyst at Delhi-based think-tank Forum for Strategic Initiatives. Modi will address a gathering of Friends of India and also meet members of the Indian community in Russian Federation.
Meanwhile, the Reliance Defense, an Indian conglomerate, said on Thursday it had signed a manufacturing and maintenance deal potentially worth Dollars 6 billion with Russia’s Almaz-Antey, an arms firm.
The rise of the Islamic State has empowered jihadists who threaten Russian Federation, leading it to intervene in Syria; India, for its part, knows that the grim forces that have risen in West Asia could imperil its energy security and remittance revenues.
“We are working towards ensuring best possible infrastructure in India… because of efforts of our government the economy has witnessed sustained growth”, he said, adding “we are committed to ensure a stable and transparent taxation regime”.
The world must unite and combat terror without distinguishing between terror groups and target countries. Modi also expressed condolence over the death of Russian citizens in a plane crash in Egypt in October.

The construction of the third and fourth plants were expected to start from next year, while details of another two were under discussion, Putin said.
