Meanwhile, the Guwahati High Court on Thursday kept in abeyance all decisions taken by the state “Assembly” on Wednesday in which it “removed” Speaker Nabam Rebia.
The Rajya Sabha on Tuesday, Dec 15 witnessed a ruckus over CBI raids at the Delhi chief minister’s office as well as convening of the Arunachal Pradesh assembly session by the governor, forcing four adjournments in the pre-lunch session.
Rajkhowa has summoned the Winter Session of the 6th Legislative Assembly from today till December 18, modifying the November 3 order summoning the assembly from January 14 to 18 next year.
The 33 legislators of the 60-member house – with Deputy Speaker Thongdok in the chair – had on Wednesday passed an impeachment motion against Rebia by a voice vote. The Indian Express reported that the instruction mandated the termination of Nabam Rebia from the Speaker’s position. The second day’s sitting of the Assembly was held at a hotel in Naharlagun with “due consent” of the Governor.
The court observed that the exercise undertaken by the Governor to advance the Assembly session is in violation of the Constitution.
The Governor said they have legal option to challenge his order.
“This act of the Governor in requesting the Home Ministry and deploying CRPF and ITBP forces is subversion of Constitutional authority vested with the democratically elected Government of Arunachal Pradesh”, it added. It further said that Gabriel D Wangsu and Wanglam Sawin were not entitled to take part in the proceedings of the house till High Court hearing scheduled for December 16.
“How the house can discuss about a state assembly?”
Parliamentary Affairs Minister Venkaiah Naidu said there is no role of the Central Government.
Deputy Chairman P.J. Kurien said the notice given by Azad was under consideration of the chairman, so the matter could be discussed only after his ruling.
Congress members also staged a walkout from Lok Sabha while alleging murder of democracy and constitutional crisis in the State.
Raising the issue in Lok Sabha, Leader of Congress Mallikarjun Kharge said that despite Congress having two-thirds majority, it is very “unfortunate that unconstitutional attempts are being made to throw out the government”.
TMC members shouted slogans against the Narendra Modi government and trooped towards the chairman’s podium.
