The US, Russia along with Iran, Saudi Arabia and major European and Arab powers have agreed on a road map for a nationwide ceasefire, to have six months of talks between Assad’s government and the opposition on forming a unity government to begin in January, and to have elections within 18 months.
German Foreign Minister Frank-Walter Steinmeier said there was “some movement” in the talks on Syria, adding that one goal of the NY meetings was to clarify the timeline for peace talks between the government and opposition.
But the country remains a key ally of Syrian President Bashar al-Assad and has continued to supply weapons to his regime despite global criticism.
The UN resolution calls for the UN to present the council with options for monitoring a ceasefire within one month.
Shadow foreign secretary Hilary Benn said: “UN Security Council Resolution 2254 is a very important step on the path to bringing the bad conflict in Syria to an end”.
Meanwhile, a photograph released by Assad’s office showed the president and his wife, Asma, inside the Notre Dame de Damas Church in the capital.
President Vladimir Putin says Russian Federation is not using all its military capability in Syria and could do more if necessary.
Saudi Arabia achieved a commendable deed when it successfully managed to get Syrian opposition groups to unify their ranks and elect a former prime minister to be their spokesman.
Khaled Khoja, head of the Istanbul-based National Coalition, the main Syrian opposition group, called the resolution unrealistic, saying it “undermines the outcome of the meetings of revolutionary forces in Riyadh and waters down previous United Nations resolutions concerning a political solution in Syria”.
Any halt to hostilities would not apply to air strikes against so-called Islamic State (IS) – also known as Isis, Isil and Daesh – and other terrorist groups, it makes clear, amid fears they could otherwise benefit.
“You can not fight terrorism without troops on the ground, and without a real incubator, a social incubator that supports you in your war against those terrorists”, he said.
“I think that Assad is going to have to leave in order for the country to stop the blood(shed), for all the parties involved to be able to move forward in a nonsectarian way”, Obama said at a year-end news conference.
Kerry said a start to the talks in the middle or end of the month would be more reasonable.
He said it was “impossible to reach consensus” in the time available and that other countries would now help Jordan redraft the list in the weeks to come.
