It did not provide further details but such violations generally refer to corruption.
The executive was reported missing by local media on Sunday.
It is also believed that the investigation is related to visits made by an official anti-corruption team to China Unicom previous year.
In November past year, two senior executives from China Unicom were investigated for suspected violations of laws and regulations.
“Chang arrived at China Telecom in August and has hardly announced any company strategies and concrete plans yet”.
The probes have reached into China’s private sector as well, with conglomerate Fosun Group’s chairman, Guo Guangchang, disappearing earlier this month.
Experts said the investigation of Chang has much to do with his tenure at China Unicom, where he masterminded the company’s efforts to develop third-generation communication networks.
Some investigations have attracted attention because of the sudden disappearances of executives.

On the evening of December 26, China Telecom executives had received notice that an annual meeting to be held in Beijing on December 28 had been postponed, the magazine Caijing reported, citing several company executives it didn’t identify.
