Japan’s FM to visit S.Korea for ‘comfort women’ talks
Japanese Prime Minister Shinzo Abe ordered Foreign Minister Kishida to visit South Korea to resolve a bitter row over women forced to have sex with Japanese soldiers during World War II.

The dispute has long plagued ties between the East Asian neighbours, although relations have warmed since Abe met President Park Geun-hye last month.
Yoon also criticized the South Korean government for its secretive dealings in the negotiations with Japan, citing the report suggesting that South Korea will persuade local civic groups to remove the statue.
To be more specific, it has been decided that the Government of the ROK establish a foundation for the goal of providing support for the former comfort women, that its funds be contributed by the Government of Japan as a one-time contribution through its budget, and that projects for provisional translation recovering the honor and dignity and healing the psychological wounds of all former comfort women be carried out under the cooperation between the Government of Japan and the Government of the ROK. Yun said South Korea recognises Japan’s worries about security over the statue, where anti-Tokyo protests take place weekly.
Only 46 comfort women victims are alive as witnesses of the atrocity for which they demand an official apology and proper compensation from the Japanese government. “We should not drag this problem into the next generation”, he said.
During the bilateral talks, they will exchange views on issues of mutual interest, including the victims of Japan’s wartime sexual slavery during the devastating war, called comfort women.
Ahead of Monday’s ministerial meeting, South Korea and Japan will hold their 12th working-level talks on the issue in Seoul on Sunday.
Many South Koreans continue to feel bitterness over Japan’s brutal colonial occupation of the Korean Peninsula from 1910 to 1945.
Park had called for a resolution by the end of this year, which marks the 50th anniversary of the establishment of bilateral diplomatic relations.
But it has long maintained that the dispute was settled in a 1965 normalization agreement with South Korea, which saw Tokyo make a total payment of $800 million in grants or loans to its former colony.
It may be possible also for Abe to release a letter of apology to former comfort women, a senior Japanese official has suggested.
– Japan has since said that private donations were less than had been expected and that the government ended up providing a large portion of the money.
Once Taiwan has received an official response from Japan over the matter, the government will engage in talks with related government branches in the hope the issue can be resolved to everyone’s satisfaction, she said.

South Korea has said the 1965 treaty did not cover compensation for victims of wartime crimes such as comfort women, and did not absolve the Japanese government of legal responsibility.
