United States defense chief Ashton Carter in Iraq’s Arbil for IS talks
The United States is looking for ways to do more to hasten the defeat of the Islamic State of Iraq and the Levant, Defense Secretary Ash Carter told service members on Incirlik Air Base, Turkey, yesterday.

The Pentagon leader attended a meeting with Iraqi Prime Minister Haider al-Abadi aimed at giving the US a widening role in Iraq’s fight against the terror group, which now occupies the cities of Mosul and Ramadi as well as large areas of land in the north.
Carter and his delegation also met USA partners in the global anti-ISIL coalition.
“Now more than ever, it will be important for Iraq and Turkey to accelerate their efforts to de-escalate tensions, ensure dialogue remains constructive, reaffirm support for Iraqi security and sovereignty, and strengthen their cooperation against ISIL”, Kahl said. The small advisory teams wouldn’t be on the front lines, but would allow them to provide better planning advice and coordination for the Iraqi units, said Warren.
The security situation in Iraq has drastically deteriorated since June 2014, when bloody clashes broke out between Iraqi security forces and the IS militants.
For months, the primary constraint on the US military mission in Iraq was the White House’s reluctance to send USA troops into harm’s way or become entangled in the complex sectarian politics inside Iraq. But they could “make a difference in the future”, he said. They also hope it will demonstrate the ability of up Iraq’s official security forces to succeed without the help of Shiite paramilitary forcesbacked by Iran. USA officials fear their involvement could create a backlash in Sunni Muslim areas and fuel another sectarian bloodletting like the civil war that ravaged Iraq after the U.S.-led invasion in 2003.
But the Iraqi government says the Turkish military presence in Bahshiqa, just north of ISIL-occupied Mosul, has little to do with the PKK and more to do with carving out a Turkish entity in northern Iraq. “There are a number of complex relationships that the government of Iraq has to tend to”.
As Carter was visiting Baghdad, fighting continued in the Iraqi city of Ramadi. The Iraqi army has deployed about 10,000 troops to try to retake the provincial capital. US and other coalition warplanes also launched five airstrikes against militant positions in Ramadi and its outskirts Tuesday.
